My Kleopatra won't launch anymore I've tried everything，but it didn't change. After all I installed the Win DebugViewer to look where the problem lies.
Here are the results：

Warning: QDBusConnection: session D-Bus connection created before QCoreApplication. Application may misbehave.

Critical: kleopatra(4372): KUniqueApplication: Cannot find the D-Bus session server: "Failed to connect to socket "localhost: 17668" Connection timed out"

I don't know how to solve this problem with this results. Please help me. Thanks.

Thanks for your report, we had several of "Kleo won't start" reports and the startup was indeed fragile.
With our upcoming major version 3.0 we've made lots of improvements to that. E.g. we are no longer using the D-Bus tool that is causing your error so your problem should be solved.
