Qt: 4.8.6 - KDE Dev Platform: 4.14.9 - KWin: 4.11.20
as of the last couple of updates from opensuse / KDE: factory, 
with 'ToolTips' enabled in Configure konqueror/dolphin > General
when i hover of any file or directory, instead of a ToolTip 'Preview' I get a 'busy' cursor.

I've forced re-install/update of Everything konq* and dolphin including kipi and kio and plugins and All dependencies including kde4 packages. Almost full reinstall
I've disabled this feature, restarted (reboot) and enabled, still just a busy cursor.

I've used vi, cat and grep to make sure that the actual rc files for konqueror, dolphin, dolphinpart are being changed with the konq/dolphin setting change to ToolTips. They are.
dolphinrc is ToolTips=true, etc.. 

I've had more trouble with this 'simple' feature in KDE over the past 10+ years than any other. lol

Reproducible: Always

Steps to Reproduce:
1. Enable 'ToolTips' in konqueror / dolphin - Settings / Configure.
2. hover mouse cursor of a file or directory.
3. busy indicator, NO 'tooltip', preview, file info, name, size - Nothing 'pops up', ever.

Actual Results:  
on mouse hover on file / folder: busy indicator, NO 'tooltip', preview, file info, name, size - Nothing 'pops up', ever.

Expected Results:  
a 'ToolTip' (preview) of the file should 'pop-up'. At the very least the tooltip should display file info; name, size, etc.

FYI. I'ver removed Akondkda;dkfa and Noamakoaoda ???? databases, search engines, indexers or what ever they are as they have (saw this bug, made me think of it : id=193592)
They NEVER worked w/o crashing and using up cpu. 
DON'T Want or need Activities (use desktops, eh) or your meta-data searching of my files. I'll use grep, find, locate, etc... Thank you very much.

sorry, don't know what the Ak.... and Neomk... files, packages, services are actually called, but I'm certain you know what I mean... Searching / Indexing meta-data & high CPU is all I know.

Thanks for the bug report The link that you provided does not show any image for me. Please do not use external hosting services for files that are relevant for bug reports, but attach them directly. Thanks.

Is Baloo installed on your system? This library is required for the widget that shows the tool tip contents.

See also bug 348129 for a report which looks similar, and for information how the user could fix it.

Yes. I have the following baloo packages installed:
baloo-core
baloo-pim
libballofiles4
libbalooqueryparser4
libbaloowidets4

Also, in the 'information panel' of Dolphin, there is NO information, other than file name and a thumb.
Right-click > configure panel and there is No options to select in the config dialog box.

again, No Nepomuk or Akonadi installed or running.

In addition to the above baloo files I already had installed, I added the following:
baloo-kioslaves
baloo-tools
baloo-file

I don't know what I need, because I don't know the purpose of another stigi type headace.
but... Without rebooting, 'ToolTips' (image/file/directory Previews) worked in both Konqueror and Dolphin. Hmmm.

One last thing.
Configure Konqueror > General > Show ToolTips is NOT enabled...
I have my previews (tooltips) and file / directory info, but 'show tooltips' is NOT enabled... hmmm

ps. I use konqueror as a file manager. Much nicer, better filemanager than dolphin has ever been.

Yes, I do, thanks. If you think that screenshots are needless because everyone knows what they look like anyway, then just don't add them. Adding information that does not help to identify the problem (no matter if it's screen shots, URLs, or comments that are completely unrelated to the problem) just wastes everyone's time, including your own. Thank you for your understanding.

I cannot speak for all developers who know about Dolphin, file management in general, or Baloo, but I do not use IRC. If it's not clear if a problem is really a bug in the application or caused by something else (such as missing packages), you can try to ask at https://forum.kde.org/ . Forums are read by far more people than bug reports, so you are much more likely to get a useful response quickly there.
