New keyboard shortcuts aren't active until you toggle them off and on, even after restarting kde. 

Reproducible: Always

Steps to Reproduce:
1. Got to system settings -> shortcuts -> custom shortcuts
2. Create a new shortcut group: Colin
3. Create a new shortcut in the group: Name: xterm, Action: xterm, Trigger, Meta+I
4. Apply
5. Press Meta+I ---------> nothing
6. Restart KDE, press Meta+I -------> nothing

Now, here's how it works:
1. Create the shortcut again
2. Deselect the new shortcut in the list of custom shortcuts, hit apply
3. Select (enable) it, hit apply
4. Now it works



Actual Results:  
After first list of steps, shortcut didn't work
After second list of steps, it did


Expected Results:  
Shortcut should work after first list of steps as well

The shortcut should be created in the enabled state, not the disabled state, and the shortcut list should reflect the correct enabled state of the shortcut when it is created.

I'm marking this a serious bug, because how many people after creating a keyboard shortcut and seeing that it's enabled, will go and disable it, hit apply, then enable it, hit apply in order to fix it?  I'm telling you how many: all the programmers out there, if they think of it.

Know who won't think of it?  Everyone else.  So creating keyboard shortcuts (one of the coolest features of Linux desktops and KDE) are effectively broken for a lot of people.  Strengths of KDE are supposed to be its system settings and easy customizability (they are), but if you can't create keyboard shortcuts, that will turn a lot of people off quick.
