KGet and KTorrent already share common code (both use libktorrent). Other than that, I think the use cases are different enough to keep two applications.

I am not sure for rekonq, but I have configured Konqueror to open *.torrent files with KTorrent. Maybe check the ordering in the file associations dialog.
