System Tray popup windows appear and then disappear instantly if Focus Stealing Prevention is High and an active windows is present on the screen in the area the popup window is drawn (which is at the top edge of the screen, far away from the system tray).

Reproducible: Always

Steps to Reproduce:
1) Open a window, like Firefox or Konsole
2) Click on the network icon in the system tray on the taskbar at the bottom of the screen


Actual Results:  
1) The Networks window appears (on the top edge of the screen) for a split second and then disappears.
2) The network icon very briefly has a blue line at the top, which then disappears


Expected Results:  
1) The Networks window appears, touching the system tray and directly above the icon, and does not disappear until dismissed
2) The network icon has a blue line at the top until the system tray is dismissed


This behavior is the same for the IM icon, Attached Devices icon, and clipboard.  The volume applet, however, works fine.

If I minimize all of the windows on the desktop, or switch to a different desktop with no non-minimized windows, the system tray windows work normally.

If I turn Focus Stealing Prevention down from High to Medium, the windows work normally.

I just tried to repro with the latest, Ubuntu 18.04, kwin 5.12.6, and the bug is still present, but the failure mode is slightly different.

Steps to Reproduce:
1) Change focus stealing to High
2) Open a window, like Firefox or Konsole
3) Click on the network icon in the system tray on the taskbar at the bottom of the screen

Actual Results:
The taskbar becomes completely unresponsive.  Clicking anywhere on it, from the system tray to the start menu, has no effect, and it does not autohide.
