In file managers like Nautilus and PCManFM, in the right-click menu, "Create New" submenu, it not only has build-in options of creating new files, but also files in ~/Templates as templates for the new files. 
I found out dolphin has miss this feature. 

Version is 15.08.

Thanks for the bug report. The "Create New..." menu is provided by the KIO framework, so I'll reassign the report there.
