In Learning -> Settings -> Configure Toolbars... 

Configure Tool window opens but menus inside are not displayed.

Reproducible: Always

Steps to Reproduce:
1. Open kbruch
2. Clicking Learning -> Settings -> Configure Toolbars...
3.

Actual Results:  
Configure Toolbars window appears without any Available and Current Actions.

Expected Results:  
Configure Toolbars window with Available and Current Actions should appear.

Set the toolbar editable

Resolves the following bug:
Learning -> Settings -> Configure Toolbars... displays an empty
'Configure Toolbars' dialog.
