When I try to download kmime tarball I get 403 Forbidden.

Andrey,

Are you a packager? It's not downloadable currently because it won't be released until this coming wed (August 19th). It's available to packagers currently so they can package it in time for the public release.

I'm not a packager. I am Gentoo user and we have fresh ebuilds that could not be downloaded.

Andrey, those ebuilds were in our experimental overlay and hard-masked with the message "Not released yet". I'm not sure how much clearer we can make it, but we are forced now to completely review our ebuild handling due to bugs like this.
