This is more a wish then a bug ! 
It would be cool to get the burning Windows effect like back in Ubuntu 10.04, 11.04 
with the plugin "compiz-fusion-plugins-extra". I know it's Compiz and not available under Ubuntu anymore.
This effect would fit way better into KDE anyway after my opinion!
I am of course I admit desperate for that effect, and many people too.
some people just want Linux because of that effect. 
I had a friend he just downloaded Ubuntu 
back then just* because it had this burning Window effect! 
Sadly it is not available anymore or U can't install it. I tried. Something similar under KDE would let KDE look even better than now!
And I know KDE is made to be eye-catchy

Please notice that this does not mean, you won't be able to have this.
It's a plugin system and you can write such effect plugin and load and use it.

It only means that the core kwin development team has no interest in providing or maintaining this kind of rather "over the top" effects.
