Select adwaita cursor theme instead of breeze cursor theme.
Inside the mouse cursor theme selection box, all cursors do animate properly (hovering over the cursor-previews)
After saving selection and logoff/login, the cursor does not animate nor switches shape at window borders. 
Switching back to breeze cursors and all is working as expected

Thanks for the report

Did you build your Plasma yourself or are you using packages? You must have libxcb-cursor package installed (including -devel package if you're compiling on your own) in order for cursors to work properly at window edges.

Hi,
its not self compiled stuff, simply use the KDE cursor theme selection dialog,
install adwaita cursor theme as default and see the problems...
Switching back to breeze theme and all behaviour is back as expected
(Its in fedora 22 with latest repo of kde testing, using it out-of-the-box)
