Currently, system settings only supports changing qt5 theme. Changing the qt4 theme requires a separate tool (qt4-config).
It would make changing themes easier if qt4 theme changing is also integrated into system settings.

Now that qt4 has been deprecated for a long time, and there are hardly any apps that still require it, I feel this feature would not be useful anymore, so I'm closing this bug report.
