This includes displaying the comment if one is present when opening a .rar archive, being able to edit it as well as setting a comment when creating a new .rar archive

Reproducible: Always

Steps to Reproduce:
1. Open a .rar archive
2. if it contains a comment: view/edit it
3. if it does not contain a comment: add one

Actual Results:  
add/view/edit RAR comments is not possible

Expected Results:  
adding/viewing/editing RAR comments should be possible.
