In certain positions/size the tool docker doe not work correctly. I can't click on crop, move and transform tools icon. It happens when my dockers have minimal possible width for this kind of setup: http://imgur.com/VnMXRqe If I increase width and the icons in the tool docker change positions, they are all clickable again.

I'm sorry, it's a known issue, and it's really hard to fix. We've been working on it for more than a year :-( This is the original bug: 332960
