Description of problem:
Disabling the sound feedback option (when you change volume level), has no effects on the system

Confirmed! Neither works for me.

I investigated a bit further. Everytime "volume feedback" is unchecked Kmix creates a new set of options in plasma-org.kde.plasma.desktop-appletsrc, like so:

[Containments][6][Applets][9]
immutability=1
plugin=org.kde.plasma.volume

[Containments][6][Applets][9][Configuration][ConfigDialog]
DialogHeight=540
DialogWidth=720

[Containments][6][Applets][9][Configuration][General]
volumeFeedback=false

Kmix obeys the option--but only for the current session. After restart of plasmashell "volume feedback" is always reenabled. If I disable it a new set of options (like those above) is created.

In system settings you can now disable volume OSD under desktop behaviour
