I do not know to which framework this whishlist belongs.

Normally you have to remember a small things not to do, or keyboard combinations, or little tricks that are usually quite different for every application.
If every application could use something like a mini notepad with some data already filled, but (this is the most important part) editable by each user to insert, delete or modify is own tips for the application.
This mini notepad could be launched with an icon similar to the "?" one.
