go to digital clock> right click> set time format> click detailed settings> set time from french canada to united states> click okay. I then kill and restart plasmashell. Nothings changed and thetime format is still french canada. I then go back to time format and unclick detailed settings, okay, and restart plasmashell. Now the settings under the grayed out time is back to french canada.

Whenever you change the values and save, a dialog window popups (unless you checked the "don't show again") which says "The changes will take effect after log in". And it means that. The changes are applied only on next login, restarting plasmashell will do nothing.

The config not being preserved between plasmashell execs may very well be because of the killing of plasmashell, the config may not be sync'd to disc yet. My guess.

illumilore, can you please confirm the change happens after a full system reboot as described in Comment 1.
