I am used to a 24 hour day, and have always had my didgital clock set up that way. Now that functionality seems to be gone. 

Also, I can't seem to be able to select a date format that is different from my region. I prefer YYYY-MM-DD (ISO standard 8601)

Steps to Reproduce:
1. Try to set time and date representations to international standards.
2. Fail miserably

Actual Results:  
The functionality is just missing where it ued to be. 

Expected Results:  
Able to set time and date formats seperately from location.
