Step to reproduce

create file `~/.cache/plasma-svgelements-default_v0.9.7`
expect the whole desktop to hang including but not limited to krunner, kwin, plasmashell.

In my case the file was present very likely because a abnormal exit. Not sure if the content of the file is important but the freeze disappears after removing the file.
