This bug report includes contradicting information.

Step 1: open application in fullscreen
-> window does not have a "title bar" if fullscreen

but step 2 says one should move the mouse pointer above the window title bar.

Could you please clarify what you mean exactly.

which mouse cursor theme are you using?

The default Breeze theme in Kubuntu

I remember having fixed a bug related to this. Unfortunately I just cannot find neither bug report nor the commit. If you are still able to reproduce, please reopen.
