a free certificate for private users is available at startssl.com,  a certificate authority.
But its CA certificate wich it depends on, is not listed in the list of system certificates. 

Reproducible: Always

Steps to Reproduce:
1. go to system settings=> ssl preferences => look for startcom ltd
2. You will find 3 certificates but not the one I mentioned above

Actual Results:  
encrypted connections with kmail are impossible


You could import the certificate manual but that should be present at default.

Thanks for the report.

KDE doesn't provide any certificates, we only list what is currently installed.

You'll have to talk to your distribution about getting that certificate added.
