I am using KDE Frameworks 5.8 with the neo2 keyboard layout. The Mod4 layer allows me to use »move up / down / left / right« functionality as well as delete and enter with my left hand (see http://neo-layout.org/ and mouse over »Ebene 4«). In Kate frameworks the keys have no effect on the position of the cursor. Using the keypad for the right hand from the same layer is still possible, though, as well as using my normal arrow keys.
