The po file in KDE4 trunk for extragear-graphics kgraphviewer is fully translated. Also the docbook is generated. However I did not find this docbook in the tar file for kgraphviewer which I found in the build service of openSUSE.

The KDE KF5 version is finished and will be released soon, so there will not be any new work on the KDE4 version.

I don't know how to check if the problem will be solved in future release tar files. I don't know how they are generated. I will try to ask.

Could you provide the URL of the problematic tar file ?
