The budget runs for a year.
I have 2 budgets, one for 2014 and one for 2015.
There is no way to do a actual vs budget report which spans a period across 2 budgets. ( I.e. a cumulative month by month report across the years 2014 and 2015 using 2014 budget for year 2014 and 2015 budget for year 2015

Steps to Reproduce:
1. Create some transactions in year 2014 and some in 2015
2. Create a 2014 budget and a 2015 budget
3. Draw a Budget vs Actual report from 1 May 2014 to 28 Feb 2015
a. Choosing 2014 as the budget will leave the budget amount in Y 2015 empty. 
b. Choosing 2014 as the  budget will leave budget amounts in year 2014 empty.

You cannot get a report across a year boundary that shows both years budgeted amounts.

Expected Results:  
Months in 2014 should show 2014 budgeted amounts and months in 2015 should show 2015 budgeted amounts. 
You need the ability to choose the budget to use for each year contained in the report.

Step 3. is currently not supported and there must be an open item for it already here in Bugzilla. Thus 'You cannot get a report across a year boundary that shows both years budgeted amounts. ' is true but by (current) design.
