The timezone selection menu tries to localize city names, but does so after sorting them using the C-locale name, resulting in a weird ordering.  Example (in French):

Douchanbé (Douchanbe)
Pâques (Easter Island)
Edmonton

Given that the city name translation is grossly incomplete anyways (nobody would guess that Pâques (Easter) refers to Easter Island out of context) I would suggest just giving up on using localized city names.

Reproducible: Always

Steps to Reproduce:
1. Set non-C locale, open the settings for the digital clock; go to timezone settings.

Actual Results:  
Impractical ordering of timezones.

Expected Results:  
An ordering consistent with the display.

Translations unfortunately don't happen on its own. If you speak a certain language, why not help turning that "grossly incomplete" into "somewhat complete"?

Yes, that might be an example of an unfortunate translation (but then again, the name /is/ Easter, context or not).

I imagine it may be useless to you, but some other locales and people not very english savvy do appreciate that they can find their own timezones or other timezones in their own language.

Re: translation quality
In fact, there are a few tzs that have no translated names and are simply left as blank; instead the city name appears only in the comment field.  Any solution would also have to take this into account.

Antony I've had a look and the timezone setting now has a comment field with extra information for e.g. Easter Island.

The sorting also looks correct to me
