I have a german keyboard layout.
For "switch this window to workspace 1" I set the Shortcut Meta+Shift+1 which results in Meta+!.
For Switching view to workspace 1, I have set Meta+1.
If I press Meta+Shift+1 while a window is focussed on workspace 2, it will just switch my view to workspace 1, while the before focussed window is still on workspace 2.
At first I thought, it just ignores my shift key, so I tried some other shortcuts.
Meta+Shift+J works without any doubts.
Meta+ö without shift key does not work.
This is regardless of the KDE component, i set the shortcuts for.

Reproducible: Always

Steps to Reproduce:
1. Set a random global shortcut in systemsettings to Meta+Shift+1 (don't know if it happens with other keyboard layouts, too. Only got german for testing.)
2. Apply the settings
3. Try out your keyboard shortcut.

Actual Results:  
Ignores Shift key and just runs the action, set up for Meta+1

Expected Results:  
Running the action set up for Meta+Shift+1

I think I'm seeing the same problem... I tried setting yakuake to open when pressing ctrl+~ - i.e. ctrl+shift+(the key left of "1" and obove "tab") - using the standard US keyboard layout in a scratch account (I'm usually using German layout). SystemSettings correctly recognizes the keyboard combo, otherwise it wouldn't show it as "Ctrl+~" I guess but yakuake does not open...
Problem is the same using German layout. Furthermore: when konsole is focused and I press meta+d the text "sd" is inserted. I don't recall seeing this behaviour from 4.x so this might be a clue as to why the shortcuts are not recognized?
