After an upgrade to KDE 4.14.4 , Terminal ( Konsole ) in ( 2.12.2 version) is passed in English , while the kde-l10n- fr package is installed. Can not change the language of the application. 
Other KDE applications are not affected

Konsole 2.14.2 belongs to kde 4.14.2 and there is no kde 4.14.4, the latest kde stable is 14.4.3, see http://download.kde.org/stable/

Please clarify the version of konsole and kde where you have this issue.
