This is Wish bug for ability to have a shortcut key and layer menu item for applying transforming again or repeat last transformation. 

It is like the apply filter again action.

As discussed on IRC this will be a helpful addition to animation sequence tranformation & work that requires repeated transformation . Tranforming multiple files  as well as layers with same values again again is tedious. Having a shortcut to repeat transformation will help.

One more use case for this feature: (taken from KA post here -https://krita-artists.org/t/animated-series-being-created-with-krita/19063) 

"I would say if I had to pick one improvement for animation in Krita it would be to have the free transform tool remember its last settings so that a given transform can be repeated exactly (this would make camera moves simple) or even better, for the transform tool to be implemented as a filter so that one could save presets and hit CTL-F to repeat it."
