Right now the tool options for transform tool in scale mode only accepts percentage as input.

Reproducible: Always



Expected Results:  
Tool should accept pixels and common measurements such as millimeters, inches etc. as input.

I agree -- but it's a wish, not a bug :-)

I think it's more than that, it's core functionality of the rescale tool. It's like you couldn't change the size of your brush.
