As far as I'm concerned this is not a release blocker. User Manager can be released independently, it just should not be released as part of Plasma. It was never supposed to have been moved into `kde/workspace` if it conflicts with the existing user management kcm. This will not be solved in time for Plasma 5.3, and adding flags such as 'critical' and 'release_blocker' do not help, and actually are more annoying then anything else.
