I would like to annotate a PDF document with okular but the "Tools --> Review F6" menu is grayed out. Is this maybe so because the PDF file is encrypted (see Properties -> Security: Encrypted, Format: PDF v. 1.4)?

Thanks for quick reply. The PDF in question comes from my bank, so sorry for not attaching it. I try to find a similar one. I will attach a screenshot of the properties dialog for now.
I just found another encrypted PDF where annotations are possible. So it is not necessarily because of the encryption.

of course it's not because of that, it's most probably because the file has the "no annotate" bit on. You can decide to not follow DRM limitations on the config dialog
