The Project Navigator tree opens with the default folders of Tables, Queries, Forms, Reports and there is no provision for adding user-defined folders or sub-folders.

Reproducible: Always

Steps to Reproduce:
1. Open Kexi
2. Inspect the Project Navigator tree
3. Click on the Create tab and inspect options, then
4. Right click on any of the default folders and inspect options

Actual Results:  
There is no option to create a user-defined folder or subfolder

Expected Results:  
Expected that the tree can be edited to provide additional user-defined folders and subfolders

Maybe this should refer to sub-folders only.
The issue is that having got a large number of developed queries they scroll off the bottom of the Project Navigator.
Sub-folders would enable meaningful grouping of sets of queries which can only otherwise be accessed by inspection of the individual names given to each query.
There could be folders of queries by user, ie. 'Ian's queries'. 'Noza's queries' , etc
Or there could be folders for generalised queries,  ie. 'in-stock queries', 'past sales queries' ,  'customer queries' etc.

Good. Perhaps also tags? This would introduce graph-like structures.

I am not sure what you mean by 'tags' or by 'graph-like' structures.
