Passwords should not be mandated to be at least 9 characters because there are valid reasons to create an account that has a minimal password, for example for elderly people who do not want to type in 9 characters; for test accounts that need to be used quickly; and for a simple account for a friend who needs to use my laptop for a few days. 

All of these reasons actually happened for me and I cursed the mandatory 9 character password minimum each time. Having a long password just resulted in me typing "123456789" and then having to explain such a dumb password to the recipient. 

I thought, "This is KDE! Why am I being forced to do this under such a permissive, flexible desktop environment?? Couldn't it at least warn me that it is an easily broken password and let me weigh the consequences?"

KDE can be more flexible than this. Thank you for your time.

This restriction is set by your distribution, there is no such restriction inside KDE software.
