Running KDE 4.13

Reproducible: Always

Steps to reproduce:

1)System settings
2)Hardware
3)select Printers

Note: Configure Printers not visible under system settings

A popup window informs that Print Service is unavailable and that I have a bad file descriptor

Please use a browser and open http://localhost:631/

This should get you to the CUPS configuration page, which has links to get log files at the Administration tab. Please check those logs, and report any errors that are shown there.

I don't understand this comment. "System Settings > Hardware > Printers" is all you need since KDE 4.10.

Thank you.  http://localhost:631/ is reported as not available under both Chrome and Firefox.

Then CUPS is not setup correctly. Please ask for help in the forum of your distribution.

printer-manager requires a working CUPS setup.

CUPS has been removed, purged and reinstalled. Still no response. Do you mean the forum of the distribution of KDE or of CUPS? Removing, purging and reinstalling appears to be all that is available on CUPS forums. I apologize for not being in the correct bug reporting site.

Distribution would be Ubuntu, Mint, Fedora, openSUSE etc. i.e. the people who are responsible for putting the parts together and create the CD/DVD images and package repositories.
