if i set the menubar of kde to being placed on top of the screen (screenshot 1), i cant get any window decoration in kde telepathy chatwindow anymore (screenshot 2). sometimes i cant even open the window of a contact or it takes ages to open...

Dear user, unfortunately Telepathy is no longer maintained.

Please migrate to another solution, e.g. for Jabber a possibility is Kaidan, for Matrix a candidate is NeoChat.
