I limited speed to 145 KB/s but it remains ~360 KB/s.

Reproducible: Always

Steps to Reproduce:
1. Click Settings.
2. Click Configure KGet.
3. Click Network.
4. Check Speed Limit.
5. Set Global download limit and Global upload limit.
Actual Results:  
Downloading speed is still ~360 KB/s.

Expected Results:  
Download speed to be limited to 145 KB/s.
