The option to have free floating Krunner isn't present in any settings, and Krunner cannot be moved normally by clicking and dragging. So it seems to me to be a bug that it can be moved. Plus the appearance of Krunner when dragged like this (flat on top with a rounded bottom and glitchy top shadow/blur) does not match the KDE4 look (completely rounded). Krunner will also return to its original space after you close it. If Krunner is supposed to be movable, it lacks any indication of this. free floating option is still present, fo 5.0 doesn't have UI yet. it is in general possible to move any window with alt+left click. only way to avoid i guess is to make the window again a dock type of window. would be needed to fix the keyboard focus problems it had when it was a dock tough >free floating option is still present, fo 5.0 doesn't have UI yet.
That is fixed in 5.20
