"Google Drive Export" is always enabled at digikam start.

To reproduce:
Settings > Configure Digikam > Kipi Plugins > Google Drive Export = Unselected
Export > "export choices" correctly does not offer "Google Drive"
Close digiKam
Restart digiKam
Export > "export choices" now incorrectly offers "Google Drive"

Checking in digikamrc under  [KIPI/EnabledPlugin] the setting of "Google Drive Export=" true | false is correctly toggled and saved.

Consistently repeatable using digiKam Version 4.0.0 Build date: May 20 2014 (from openSUSE OBS-13.1-KDE: Current Extra (4.13.x))

I've not tried all of the plugins ;)  -  Randomly selecting a few, changing the enabled state, closing and restarting digiKam, it does look as if 'Google Drive' is the only one exhibiting this behaviour.
