Hello, Okular is not able to open some PDF using the version 1.7
You can download such PDF here (https://www.formulaires.modernisation.gouv.fr/gf/showFormulaireSignaletiqueConsulter.do?numCerfa=13754). Just click on "Formulaire 13754*02" in the frame on the right.
