Dear Kubuntu Developers

When i try to add a language in the locales settings with Kubuntu 14, it allways resets the language back to the preferred languages list. I want to change it to german but it allways stays in english. i also used google on this topic and found a command to download the german files via: sudo apt-get install kde-l10n-de. it downloaded and i updated the locales but i still couldn't change the settings... please fix this...

Reproducible: Always

Steps to Reproduce:
1. Open up System Settings
2. Click on Locale
3. Switch to Languages Tab
4. Try Add the Available Language German to the List Preferred Languages
Actual Results:  
German appears for a half Second in the Preferred Languages List and falls back automatically under Available Languages List.

Expected Results:  
German should appear in the Preferred Languages List.

Please fix for German and Swiss Support! Thank you.

Please report this issue to the bug tracker of your distribution. The language selection module in System Settings is a modification of the KDE variant.
