KDE 4.13 latest beta packages from Kubuntu:

The information panel in Dolphin allows me to set Tags and Ratings on a file but if I redisplay the information on that file (e.g. by selecting another file and then returning to the first) the tags and ratings I set are not displayed.

I can confirm that the Tags have been set by doing a tags:// search

Reproducible: Always

Steps to Reproduce:
1. Display the info on a file in the Dolphin information panel
2. Use the info panel to set a Tag and/or a Rating
3. Display another file in the info panel and then return to the first
Actual Results:  
Info panel does not display the Tags or Ratings that were selected

Expected Results:  
Info panel does display the Tags and Ratings selected (!)

Thanks for the bug report. I'll reassign to Baloo (which provides the widget inside the Information Panel).

Further info:  

This bug applies to files under $HOME, but for files under /srv,  the tags and ratings are shown OK.

On my system:
1. both $HOME and /srv are indexed
2. $HOME is an NFS share mounted from another machine, /srv is on the local machine

Could be because NFS does not support file system extended attributes <http://tools.ietf.org/html/draft-naik-nfsv4-xattrs-00> ?

With 5.1, we no longer support tags, ratings or comments in file systems that do not support xattr. You will no longer be able to set tags in these file systems.

Wouldn't it be best if the tags ratings & comments options were removed altogether from the information panel where the filesystem doesn't support them.  Also for read-only files? This would stop a user trying to use them and then wondering why they don't work.

That's what has been done. You'll have to wait till the next Dolphin release in August.
