Export to PDF is not grouped with either "Save As..." or "Export" in the File menu, not to mention that PDF doesn't appear as a File type when exporting or saving.

Reproducible: Always

Steps to Reproduce:
I had a friend who wanted to see if Krita could export to PDF.

He first tried File -> Save As.. and couldn't see PDF in the list of supported file types.
He looked further down the File menu and found Export. He clicked that but once again couldn't find the PDF in the file types.

He then gave up and didn't realise that there was an "Export to PDF" option further down the menu.


Expected Results:  
An "Export to PDF" option should be grouped with other command that export. Also, the Save & Export dialogs should preferably have PDF as an option for saving/exporting as.

Move export to pdf to the export section instead of the print section

Yes, technically exporting to pdf is printing, but to the user it's
exporting, it's even called 'export'. This also makes the position conform
to libreoffice.
