Software seems to be fully loaded and operational, but if I try another download, it stops halfway and I receive this message.
"Another application is using APT:

    dpkg"Need to re
boot after each download to complete.

Reproducible: Always

Steps to Reproduce:
1.Software Mgr
2.Select App
3.Install
Actual Results:  
Stops around %50
Cannot download anything else.
* App does show as installed 

Expected Results:  
"Installed"
Download another app.

What version are you using?

Additionally please cause the issue and then run the following on a terminal:

cd tmp; wget http://people.ubuntu.com/\~apachelogger/muon/muon-dump.sh && sh ./muon-dump.sh -gcore-muon-updater -gcore-qaptworker

at the very end this will tell you about a file you can attach to the bug report, the file will contain just about everything there is to know about muons and apt on your system.

Not really, note the line:

"at the very end this will tell you about a file you can attach to the bug report, the file will contain just about everything there is to know about muons and apt on your system."

i.e. what you need to attach to the bug report is the file it tells you (in commen #3 that would have been /tmp/tmp.zDVt6lxoyS.tar.xz next time it will be different)
