The KShortcutsEditor doesn't allow to edit global shortcuts. The widget is not shown at all

Reproducible: Always

Steps to Reproduce:
1. Open Systemsettings
2. Go to "Shortcuts and Gestures"
3. Go to "Global Keyboard Shortcuts"
4. Try changing a global shortcut
Actual Results:  
Clicking on the global section doesn't expand to enter the global shortcuts

Expected Results:  
Should work like in KDE4

The problem can also be reproduced in any of KWin's effect config modules which provide global shortcuts and also in the virtual desktops kcm. Thus it's not just limited to the systemsettings module.
