This actually is not a bug bug a feature request.

I have "Enable Clipboard Action", which implies that whenever I select a matching regex (irrespective of whether with mouse or keyboard), the Klipper PopUp shows up. 

Not just it shows up, but it steals the focus of the running application. This is not a direct problem, but there are scenarios (think of a Guest VM sharing the clipboard) where it hinders. It is very annoying when using the keyboard (because the focus is stolen) but also annoying when using mouse.

Feature Request is to trigger Klipper Pop Up using a "fading display" approach. Something like the KDE Colibri Notifications or notify-send.

Users can hover over it activate the pop-up. For keyboard users, we really don't need pop-up because if they really needed, they'd trigger it using the keyboard shortcuts.

It's a cool idea, but given the lack of movement for so long, I think this is unlikely to be implemented unless someone submits a merge request to do it. Accordingly, I'm going to close this request so that the list of requested features better reflects work in progress or under active consideration. This doesn't mean that the idea is being vetoed, just that there aren't resources to consider implementing it absent volunteer contributions to do so--for which no formal feature request is needed. Thanks for understanding!
