Allow user to change order of menu items.

Reproducible: Always

Steps to Reproduce:
1. Open Krusader.
2. Menu "UserActions" -> "Manage user actions".
Actual Results:  
User can't change order of items.

Expected Results:  
User must be able move menu item up or down.

User actions are currently always sorted by name.
