After creation "UserActions" menu item
user want choose hotkey (with &) manually.
Do not do that automatically even if hotkey already assigned.

Reproducible: Always

Steps to Reproduce:
1. Open Krusader.
2. Menu "UserActions" -> "Manage user actions".
3. Create two menu items with titles
    "T&est 1" and "T&est 2".
4. Press "Apply".
5. Press "Close".
Actual Results:
"T&est 2" will be replaced on "&Test 2".

Expected Results:
Save as is.
User must press:
1. "Alt+A" for open "UserActions".
2. "e" for choose "Test 1" item.
3. "e" again for choose "Test 2" item.
4. "e" again for choose "Test 1" item.
5. "e" again for choose "Test 2" item and so on.
