Trying to open a file on a remote location on windows, such as
\\server\some\file.txt
fails and Kate says "Cannot open file /server/some/file.txt as it cannot be read. Make sure you have permissions"
Browsing said location works fine in the Open dialog (Windows' native file dialog) as well as Dolphin (which correctly uses smb://server/some/file.txt) but Kate seems to not understand the URL and tries to open a local location that doesn't exist

Reproducible: Always

Steps to Reproduce:
1. Go to a remote SMB location \\server\some\file.txt
2. Open this file in Kate (can also be reproduced by using the Open dialog in Kate and browsing to the file from there)
3.
Actual Results:  
It cannot open the document as it tries to access /server/some/file.txt instead of smb://server/some/file.txt

Expected Results:  
It opens the file properly using the smb KIO like Dolphin does correctly.

=> Please try with current https://kate-editor.org/get-it/ versions.
If that still happens, this needs to reported to KIO, as we just use the generic KIO stuff from KParts.
