And what's your problem exactly? We do support file transfer over GTalk.

Only on one Contact the button voice and Video is no disabled

Ok the way this works is that both you and the target contact must have capabilities to start audo/video chats and/or file transfers. In other words - if the other side does not have a webcam or is unable to receive files, you will have the respective buttons disabled. It may also be the result of Google closing the protocol down and switching to Hangouts which unfortunately is outside of our powers to fix.

As for the original bug report ("make file transfer work with GTalk") - we do support that already and as such the report itself is invalid, sorry.
