In the Kget menu -> Settings, are missing the following entries:
Configure Shortcuts ...
Configure Toolbars ...
Configure Notifications ...
and of course 
Configure Kget ...

These are not KDE defaults missing, but since "Configure Kget" is also, one can't even configure Kget.

Note: I report this on 4.11.3, but this is definitive already for longer the case.

I can attach a screenshot if necessary.

That sounds like you have a broken installation/configuration.   

Try moving ~/.kde4/share/apps/kget   to a different location, or try a different user.

In the meantime I noticed that also rekonq is affected. I will invest this on the forum.
