Actually it's possible to move notes using [CTRL]+[LEFT_CLICK], but it's not possible to resize them.
It would be nice to add this feature and show arrows when the cursor is near the border of the note and [CTRL] is pressed.

@Yuri: That's the popup window. I guess he's talking about the actual annotations (e.g. inline text notes, geometrical shapes...)
